The NIMSAT Institute was conceived based on the experiences of researchers at the University of Louisiana at Lafayette, under the leadership of Dr. Ramesh Kolluru, during the devastations of hurricanes Katrina and Rita in 2005. It was established by the University of Louisiana at Lafayette, with formal approval of the Board of Supervisors of the University of Louisiana System, and the Louisiana Board of Regents, on October 25, 2007. The Institute provided support to GOHSEP and LED during Hurricanes Gustav and Ike in 2008, and launched a campaign to develop and foster public-private partnerships for disaster management in Louisiana, culminating in the establishment of the Louisiana Business Emergency Operations Center (LA BEOC).
